The document was produced by the Special Weapons and Devices Research and Development Branch Office of Strategic Services, Washington D.C. in June 1944.

The Office of Strategic Services, best known by its acronym OSS, was established on June 13, 1942, as an intelligence and operations agency by the United States for use during World War II.
