1,797 pages of U.S. Navy training bulletins, December 1942 to December 1945. First called the Tradiv Letter, it was produced by the training division Bureau of Naval Personnel with the stated purpose of proving information and aids or better training. It was later renamed the Bureau of Naval Personnel Bulletin.

From the first issue published December 1942, "While the Tradiv LETTER will have as its immediate purpose the collection and distribution of information regarding naval training, its ultimate aim is the improvement of training methods.

Out of the trials and difficulties of organizing new schools, and in training and indoctrinating green men, countless problems have arisen and have been solved. Some difficulties are still unmet, others will arise to be dealt with .

The TraDiv LETTER will tell other training activities how you solved your teaching and organizational problems, in order that others may read and benefit by your experiences.

Have you developed a new teaching gadget that cuts teaching time a third? Has the number of men failing in the range finders’ school been cut in half by a new teaching approach? If so, the Tradiv LETTER will pass the word so that the new technique will benefit the greatest number. As one of the articles on visual aid in this issue expresses it, our problem is "maximum learning in minimum time."

The TraDiv LETTER therefore solicits information and photographs from all training activities. It also stands ready to receive, print, and attempt to answer any questions on training that may prove to be of general or even special interest. In short, it is prepared to serve the Training Division in any way, in the expectation that the Navy’s training program will thereby be aided."
